IDE

In order to do programming you need compiler, interpreter or assembler, depending on what are you going to do. I downloaded two C++ IDE's, DevC++ and OpenWatcom, and I will see which one suits me best. IDE is short of Integrated Development Enviroment, and beside compiler it has many useful tools, such as source code editor and debugger, so it makes your life easier.
